Trump's Ambitious Claim on American Oil Funding in Venezuelan Draws Expert Caution.

Market specialists have expressed deep skepticism regarding optimistic predictions that American large firms will quickly pump tens of billions of dollars to fix the country's dilapidated energy sector.

Requirement of Absolute Assurances

Without an solid promise of full reimbursement from the American government, experts believe international firms to proceed with extreme caution.

“It is premature to speculate on any upcoming plans,” a spokesperson said this weekend.

The ambitious schedule of less than a year and a half has been publicly suggested. However, realistic assessments suggest a different picture.

A Probable Schedule

“It is likely going to take multiple years for any meaningful production bounce,” commented one chief investment officer.

The analysis indicates oil companies would likely spend:

  • Year one: Navigating new government and security contracts.
  • Following phase: Investing in reconstruction of facilities.
  • Final phase: Reaching a position to significantly ramp up output.

The result could be an increase of around 500,000 bpd perhaps by late 2028.

Desire Versus Appetite for Spending

Experts make a critical difference between multinationals’ interest and their appetite to invest significantly.

“In my view their interest is an eight, on a range of one to 10. However, their appetite is a four or five, because there is no clarity yet.”

Veteran observers in the region share this view. The thinking is that companies will publicly express enthusiasm while in practice acting with deliberate slowness.

The Vast Investment Required

The monetary outlay would be enormous. Independent analysis suggest that increasing production by between half a million and a million bpd would require more than $10 billion in investment over several years.

Yet, rebuilding production to historical levels of around 2.5 million barrels per day could require a monumental $80 billion to $90 billion over many more years.

The Outstanding Question of Government Backing

The prospect of energy companies being reimbursed by the government has been repeatedly floated. However, specific plans on such a mechanism have not yet been announced.

Without certainty is the primary factor for the sector's caution. Operators seek protection against sovereign risk and the risk that a future president could refuse any agreement.

“They must be protected from sovereign risk, that we’ve seen in Venezuela before.”

Therefore, while political confidence runs strong, the financial challenges suggest a road of extreme caution for potential significant financial commitment in the country's oil sector.
