Congressional Republicans Support President's Proposal to Replace Affordable Care Act

American lawmakers are meeting during the weekend for the first time since the government shutdown began more than a month ago, but hopes for a bipartisan agreement on how to resolve the standoff appeared to recede as GOP senators proposed a proposal unacceptable to Democrats: eliminating the Affordable Care Act, known as Obamacare.

Growing Consequences of Federal Closure

The effect on US citizens from the lengthiest closure of the US government in history deepened on Saturday, as government employees went unpaid, carriers were forced to cancel flights and SNAP benefits have been postponed for 42 million Americans.

Trump's Proposal from Florida Resort

As weekend meeting got started, Republican senators welcomed a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be substituted by HSA-style accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Support

Several Republican senators praised the proposal, which is similar to a alternative for Obamacare put forward in 2017.

"We're going to replace this broken system with something that is actually better for the patient," one senator said.

Another senator commended Trump's suggestion on social media, and stood next to a large print of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator wrote in reply to Trump's suggestion. "We must stop public funds from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the medical coverage they want."

Democratic Response

Democratic lawmakers shared concerned responses to Trump's proposal.

"Essentially, Donald Trump's 'proposal' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been defeated by the public and Congress."

Another senator reacted to the censure of carriers by posting: "Well, Trump and the Republicans dislike how the big, bad insurance companies are ripping-off Americans. Seriously? Then I applaud your support for Medicare for All."

Ongoing Talks

The Senate adjourned without finding a resolution, but Senate Republican leaders have signaled an openness to an emerging proposal from a handful of centrist lawmakers to terminate the shutdown in return for a future vote on the ACA payments.

One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "need another way ahead" after Republicans rejected an offer to restart the government and extend the subsidies for a year.

Another senior Democratic lawmaker continued in arguing that Republicans should agree to a one-year extension of the payments before discussing the long-term of the tax credits.

"Inaction is irresponsible because citizens will go bankrupt, people will lose insurance, people will get sicker," the senator said in a Senate address. "That's what will happen if this Congress does nothing."

Partisan Dynamics

None of the Republican senators seemed to address the fact that patients would still need to buy coverage from the same carriers, or that Republican lawmakers need the backing of several Democrats to restart the government, and the idea of eliminating and substituting Obamacare with savings accounts is unlikely to earn a single Democratic vote.

Several analysts suggested that the core of such a plan would eliminate the ACA's mandate that carriers cover patients with pre-existing conditions.

After his resort visit, Trump returned to his private club and doubled down on his demand that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a iteration of the plan that was unsuccessful to secure enough backing in 2017.
